The story of RespOrgs begins in 1985 when the FCC issued Docket 89-10, ordering the creation of a national toll-free database. This database would later be known as the SMS/800, and it was a foundational step toward toll-free number portability—meaning numbers could be moved between carriers.

At the time, the industry wasn’t ready. Carriers feared revenue loss and were reluctant to share their networks. That didn’t stop Aelea. She formed ATL Communications and became one of the five original RespOrgs—and the only one offering RespOrg services on an outsourced, independent basis.
Her first customer didn’t want to become a RespOrg; they just wanted someone to manage their numbers. When they needed help negotiating better rates with their carrier, Aelea demonstrated the power of toll-free portability. She routed 25%—then 50%—of the traffic away from a single carrier, showing that control of the RespOrg ID meant control over the call traffic. The result? A better deal for her client and a dramatic shift in how carriers viewed independent RespOrgs.
